The House of Representatives may soon consider legislation, in the form of a substitute for H.R. 22 the “United States Postal Service Financial Relief Act of 2009.” H.R. 22, as approved by the House Committee on Oversight and Government Reform, would provide the United States Postal Service three years of relief from the onerous burden of paying $5.4 billion in 2009 to pre-fund retiree health benefits for future retirees. The substitute provides just one year of relief. This obligation would be in addition to the $2 billion required for current postal retirees.
The substitute is expected to provide $4 billion in relief for the pre-funding requirement by permitting the payment for the pre-funding of future retiree health benefits to be paid from the Postal Service Retiree Health Benefits Fund (PSRHBF), rather than from the Postal Service operating budget.
While the proposed substitute provides less relief than the original H.R. 22, which has 339 co-sponsors, its passage would significantly help the USPS weather the most devastating economic downturn since the Great Depression.
