NATIONAL DAY OF MOURNING

The President has proclaimed December 5, 2018 as a national day of mourning throughout the United States to pay homage to the memory of former President George H.W. Bush.  The USPS, consistent with the President’s proclamation, will observe the national day of mourning.

The USPS will suspend regular mail delivery service on the 5th but will provide limited package delivery service.  All postal Service facilities-including headquarters in Washington, DC, are included in the national day of mourning.

Pay and leave administration on a national day of observance for career bargaining unit employees is governed by section 519.4 of the ELM and the provisions of a May 4, 2000 Memorandum of Agreement, between the USPS and APWU.

Queens Area Local, APWU President Ron Suslak and NY/ISC Plant Mgr Charles Conti have agreed to following:

  1. In lieu of time off on the day of mourning (Dec. 5, 2018), all career employees in the APWU bargaining unit will be given eight (8) hours of administrative leave to use by the end of this fiscal year, September 30, 2019.
  2.  If Wednesday, December 5th is a lay-off day, career employees will also be given eight (8) hours of administrative leave to be used as above.
  3. If career employees are scheduled in for an overtime day on Wednesday the 5th, they will be paid at the appropriate overtime rate, in addition to receiving eight (8) hours of administrative leave to be used at a later date, as described above.
  4. Queens Area Local, APWU representatives will shortly be preparing and distributing the special 3971’s to all career APWU collective bargaining unit employees, for future use of the eight (8) hours of administrative leave.
